Question: What do we need to know to mainstream gender in GCF projects effectively?
This is a good question because gender mainstreaming is central to the objectives of GCF. GCF requires that gender is mainstreamed in accordance with its Gender Policy and Action Plan, through a gender analysis, gender action plan and gender-sensitive M&E.
The gender analysis has to inform the project design of the social, economic and political factors and barriers underlying gender inequality. With this information in hand, we start the project specification stage.
For adaptation projects, it is key for the vulnerability assessment to be gender-sensitive and to ask the right questions. For example – What is the share and number of women among vulnerable communities? Are the vulnerability factors different? Perhaps the level of dependence on ecosystems is higher among women farmers and because of this they are more vulnerable?
Understanding these aspects of vulnerability applying a gender lens is critical for the next step, namely the proposal formulation stage. In the proposal formulation stage, gender should be reflected across proposed activities and indicators. For adaptation projects is essential to consider the different adaptive capacities of men and women and how they contribute to effective adaptation solutions.
